Toyota is reportedly seeking to reduce its percentage of outside engineers to 10%. In addition, Tokyo headquarters has delegated more power to the Company's north American executives to make decisions affecting recall and strengthening the independence of quality management activities in each region.
Toyota has reorganized and, in effect, deliberately slowed down the product development process by establishing a new team of about 1000 quality engineers and by greatly expanding its rapid quality response teams around the globe.
